About this event

Insurance is the economic engine that empowers businesses to thrive, enables Coloradoans to purchase homes, and helps communities grow and prosper. What happens when the insurance marketplace becomes stressed, making coverage both unaffordable and difficult to obtain.
We'll delve into the background of property insurance to provide context for its importance. We'll also explore an overview of the current property insurance market, highlighting some of the key trends and challenges. Most importantly, we'll reflect on what these shifting dynamics reveal about Colorado—and, by extension, the broader landscape beyond our state.
Kelly Campbell serves as the inaugural Executive Director of the Colorado FAIR Plan, a role she assumed in 2024 following the program’s creation in state statute in 2023. With a robust background in insurance and public policy, Kelly is leading the development of the first FAIR Plan in a generation and designing it to address Colorado’s unique and evolving insurance challenges.
Kelly began her career in the insurance industry as an auto claims adjuster and entered the public policy arena during Colorado’s transition from a no-fault to a fault-based auto insurance system. Her career progressed through management roles in fire operations and into policy leadership at the Property Casualty Insurers Association of America (PCI), now known as the American Property Casualty Insurance Association (APCIA). In this role, she focused on property and casualty insurance issues both in Colorado and nationally.
In 2020, Kelly founded Fulcrum Solutions, LLC, where she worked as a contract lobbyist representing insurance and other clients across a broad range of public policy issues. Her portfolio has included child welfare, road safety, construction defects, school safety, marijuana policy, tort reform, wildfire and forest health, and various regulatory matters.
With over two decades of experience in public policy and insurance, Kelly brings a unique perspective and depth of expertise to the Colorado FAIR Plan.
Outside of work, Kelly enjoys spending time with her husband and their two young sons.
