Discussion of Statewide November Ballot Measures

David Hansen and Louis Pino, economists with Colorado's Legislative Council Staff, will provide an overview of this year's statewide ballot measures (available at this link: https://leg.colorado.gov/content/initiatives/initiatives-blue-book-overview/ballot-information-booklet-blue-book). Louis and David authored portions of the Blue Book voter guide that were just mailed across the state. Ballot measures this November address an income tax rate reduction, affordable housing, homestead property tax exemptions, psychedelic substances, free school lunch, liquor laws, judicial districts, and future Blue Book informational requirements.

David Hansen is a senior economist with Colorado Legislative Council Staff. David contributes to economic and revenue forecasts, conducts fiscal policy analysis, and research for the state legislature. His areas of expertise are sales and use taxes, gaming taxes, and consumer activity. Prior to this position, David worked at Development Research Partners conducting economic and fiscal impact analysis and studies for higher education, traditional and renewable energy, demographics and employment, and residential and commercial real estate development. David earned a bachelor’s degree in economics from Colorado State University and a master’s degree in economics from the University of Colorado Denver. David has served as the DABE Board president over the past two years and has been a member of DABE since 2007. David has also served for many years on the DABE Board and as secretary of the organization.

Louis Pino is a Principle Economist at the Colorado Legislative Council. His areas of expertise are regional economic analysis, government revenue forecasting, taxation and legislative fiscal impacts. Prior to joining Legislative Council, Louis worked as an Economist at the Denver Regional Council of Governments (DRCOG) where he was responsible for the land use modeling, estimates, and economic analysis programs. Louis has been an active member with DABE since 2004. He holds a Masters of Arts in Economics and Masters of Science in Finance from the University of Colorado at Denver.
